The certification process
The WRC standard is based on the RCS Strategic Risk Management Program, the recognized standard for controlling workers compensation related costs in the staffing industry. RCS administers in partnership with ASA. The program standard is endorsed by the WRC Advisory Council.
Companies eligible for Certification will meet the definition of a staffing firm, comply with program requirements, and agree to abide by the industry code of ethics as defined by ASA.
The Certification process includes an application phase, review and understanding of the standard, onsite training (optional), and onsite operational compliance assessment(s). The interactive flow chart above provides an overview of the process. |

The textbook on controlling workers compensation costs for the staffing industry. Originally developed in 1990, the latest edition (2006) communicates concepts and strategies proven effective within the staffing industry.

RCS Interactive Training CD-ROM (3 seat license)
The perfect compliment to the manual. This PC-based training, licensed for use in 3 company offices, is an interactive tool designed for full-time staff. Five modules explore risk management and how it is practiced within the staffing industry:

RCS will conduct a review of the application and any other submitted materials to verify compliance with program requirements and become familiar with your specific business characteristics. A representative will contact you within 5 business days to consult with you on the next steps. You may be asked for additional information as part of the review.

The total number of assessments will be based on your scope of operations. If a firm has only one office, only one assessment will be necessary. In the case of staffing firms with multiple offices, in addition to the corporate headquarters office, RCS will assess 20% of a firm’s branch offices, not to exceed 30 offices. Factors that may be considered in selecting branch offices for evaluation include geographic location, payroll, job classification, and overall risk factors.
Methodology
RCS will conduct onsite compliance assessment(s) to verify best practices. This operational evaluation consists of an interview with branch staff as well as a review of randomly selected client files, personnel records, and accident files.
The compliance assessment is broken into 10 distinct divisions:
1. Operating facilities
2. Pre-employment phase
3. Personnel records
4. Interview and employee selection
5. Orientation
6. Client safety programs, evaluations, and communication
7. Accident and injury investigations
8. Modified duty
9. Claims management
10. Miscellaneous
Mix of Business
The compliance assessment is designed to take into account the various disciplines that make up a staffing firm's payroll. The evaluation is composed of eight modules:
1. Core (used for all evaluations)
2. Clerical
3. Light industrial
4. Health care
5. Professional–technical
6. Skilled trades and crafts
7. Transportation and fleet safety
8. Hospitality and food service
Each staffing firm’s mix of business determines which modules are used. Because the core module represents practices applicable to all staffing operations, a minimum of two modules will be used for each staffing firm seeking certification. For example, if a firm’s payroll is 50% clerical and office staff placement and 50% light industrial placement, the core, clerical, and light industrial modules would be used.
Scoring
Each staffing operation evaluated is provided with an overall score, a score for each module, and a score relative to each of its business divisions. Certification requires that all assessments are scored 80% or higher. The final score is graded according to the following key:

Reporting
RCS will compile the findings of the compliance assessment(s). Individual’s reports of findings and recommendations are made available to every client via RCS’ proprietary online reporting tool at www.riskcontrolservices.com.

In order to ensure understanding and implementation of the best practices comprising the WRC standard, RCS recommends elective training before or after compliance assessments are conducted. Statistically, 2 out of 3 new RCS clients do not meet the standard’s minimum requirements without investing in accompanying training.
The RCS Strategic Risk Management Training Workshop, geared for every member of the team from the CEO to administrative personnel, is a dynamic presentation of risk management as a vital business strategy. High energy consultants simultaneously educate and create buy-in necessary to achieve certification and profitability goals.

Successful certification requires that all compliance assessments conducted meet the 80% minimum criteria. In the event that a company’s scores are not consistent with this requirement, additional assessments will be necessary. Individual reports of findings and recommendations for each assessment are made available to every client via RCS’ proprietary online reporting tool at www.riskcontrolservices.com. RCS consultants are available to review assessments and consult regarding improvement.
Successful implementation normally requires 30 – 90 days. To ensure implementation, RCS recommends training for all clients.

Companies completing the Certification requirements will be designated as WRC Certified. Certificates will be issued by RCS within 14 business days of certification. Certified companies will receive access to the online Marketing Toolkit and authorization to utilize the WRC Certified logo in their marketing efforts.
